The verses around Proverbs 28:1.
1The wicked flee when no man pursueth: but the righteous are bold as a lion.
2For the transgression of a land many are the princes thereof: but by a man of understanding and knowledge the state thereof shall be prolonged.
3A poor man that oppresseth the poor is like a sweeping rain which leaveth no food.
Verse explanation
The comparison to a young lion, an animal with no natural fear in the region, describes a confidence that comes from having nothing to hide — while the wicked flee out of their own guilt, even with no one chasing them. It’s an observation about the psychological effect of a heavy conscience.
